The flat is furnished, but a stored alert location on the phone still uses the name of the former district. You also work in another town during the day. For your preparedness you must decide for which fixed locations you want information, how alerts should arrive when you are on the move and where you can read the full notice. An installed app alone does not complete this task.
This article helps with a personal warning mix after moving within Germany. It covers official hazard warnings for areas. Technical alarm devices in the flat and the steps to take in an already-occurring acute emergency are separate matters. Do not wait for a phone notification if a danger is evident.
Choose the desired alert locations deliberately
The BBK explains that several fixed locations can be subscribed to and edited in NINA. In addition, an alert for the current location is possible. The app can also be used without the location function; for location-based alerts access must be enabled appropriately. [NINA]
Our editorial recommendation: Go through the existing alert locations individually after moving. Is the new home actually recorded? Do you want to continue monitoring the previous residence, for example because relatives live there? Which label will later help you assign a message correctly? Check the actual area selection and do not rely solely on a self-assigned name such as “Zuhause”.
Then decide about the additional location function. A fixed alert location should remain relevant even when you are physically elsewhere. Your travel or work position is a different piece of information. A coherent plan names both concerns, instead of one unintentionally replacing the other.
Control notifications and display separately
According to BBK guidance, NINA push messages require an active data connection. If messages fail to arrive it refers, among other things, to notification settings and the warning level. Which message is issued via NINA is decided by the responsible authorities; the BBK provides the technical infrastructure. [NINA]
Therefore read the current help for your app and your device. Check whether the desired messages are permitted and that the chosen settings match your alert preferences. This article does not prescribe an identical sequence of clicks for every operating system. If a function remains unclear, use the support provided for it rather than ticking it off as done.
An empty display is not a comprehensive safety certificate for the area. In the event of a concrete message or an apparent danger, check the available official information and instructions. Do not try to trigger a reception test by making your own emergency calls or invented hazard reports.
Check Cell Broadcast as a separate reception path
Cell Broadcast sends alerts via mobile network cells to devices ready to receive them; an additional app is not required for this. The BBK lists, among other things, a switched-on device, suitable software version, reception capability and mobile network connection as prerequisites. Airplane mode must be taken into account. [CELL]
Check the current manufacturer or provider information to see whether your particular device is prepared. A received app notification does not prove this other function. Conversely, Cell Broadcast does not take on the task of monitoring a freely chosen previous or new residence from a distance. For more detailed information the BBK refers to other warning channels. [CELL]
Establish an additional information channel
The BBK describes a mix of warning channels that complement each other. These include, for example, radio, warning apps and official internet information. A siren can attract attention while more detailed notices are conveyed via other means. [MIX]

Find out locally which official information services the new municipality names, and keep an appropriate additional channel findable. Consider who in the household can actually perceive the information. Support from other people can be sensible; however do not treat a loose arrangement as guaranteed constant availability. This process does not confirm local siren coverage nor a fail-safe telephone or internet connection.
Assign an incoming warning to the correct location
For a civil protection warning the NINA help lists, among other things, the hazard, the affected region, recommended actions, further information options and the issuing authority. Read these details together. [NINA] A shortened on-screen notice alone cannot yet tell you whether you must react at your current location or because of another subscribed area.
In the fictional example Lea moves to another city and keeps her parents’ place as an alert location. A message later concerns their region. She checks the full text and the official recommendation before applying the notice to her own flat. Her new residential region is recorded independently; when travelling she takes her actual position into account.
Finally note for yourself: which fixed areas are desired, which location function do you use, which reception settings have been checked and which additional information channel is known? Unresolved device questions remain visible. This way the new residential address becomes part of your actual warning preparedness. This does not create a guarantee of receiving every danger notification in time.
