Beside the offered flat construction is already underway. At the viewing it is currently quiet, and in conversation you are told that everything will be finished in a few weeks. You do not want to predict what the neighbourhood will look like. You must decide whether the flat fits you during the everyday life that can actually be expected – even if a claimed end date is still uncertain.
This article develops editorial recommendations for Austria and Germany. It does not provide a site-, health- or noise-assessment and makes no statement about rent reduction, permissible working hours or a claim to project documents.
Distinguish three temporal states
First describe what you actually observe at the viewing. Secondly record which further works or changes of access have been specifically announced. Thirdly note the state you imagine after completion. Only the first level is your immediate observation; statements about the other levels need their respective source.
A completion date for the building can mean something different to the end of works on the pavement or on an access road. Therefore ask, for any given date, what it refers to and what it is based on. This is not an instruction to enter other people’s building sites or to present yourself as a party to the procedure.
Check the route to the flat with care
Our recommendation: Walk the agreed, legally accessible route from the public space to the front door and to any ancillary areas you will need. Where has access been diverted? What information is there about future accessibility? Do not go through cordons and do not draw your own conclusions about the safety of provisional routes from a single viewing.
Then consider which of your routines depend on this: regular deliveries, leaving a bicycle, or bringing home shopping. An answer should concern the actual access you will need. The mere statement “the building remains accessible” can be too vague for your everyday life if the previously intended entrance is organised differently for an extended period.
Choose a day that really tells you something
If a further agreed viewing appointment is possible, choose it according to your decisive use and the known current works. A quiet Sunday evening answers a different question to an ordinary working day. Even the second appointment remains a snapshot; it does not predict how noisy or dusty later phases will be.
Describe concrete observations instead of unsecured limit-value judgements. “During the conversation in the intended study, construction noise was audible” is a different statement to “the burden is permissible” or “the windows provide sufficient protection”. The latter assessments require appropriate professional bases depending on the question.
Hypothetical comparison without an optimistic end date
Lea can choose between two flats. A is located directly next to an ongoing building site and has a layout that suits her very well. B is less generous in space, but meets her minimum requirements. For A she is told verbally that quiet will return soon. Lea does not receive a reliable assignment of the date to the outstanding works.
Lea therefore compares two of her own planning scenarios: A only works for her with soon-to-be-normal working conditions at home, whereas B appears usable without that expectation. She checks whether she could actually bridge a longer intermediate state. If she has no viable plan for that, she does not let the claimed short duration become the tacit premise of a positive decision.
What would you still accept in case of a delay?
Set a personal framework: What use must be possible from move-in? Which temporary restriction would you consciously bear? What information do you lack for this? A general “a bit of a building site doesn’t bother me” is less helpful than an answer about the actual working or access routines.
If assurances about the later state become material, they must be suitably clarified for the forthcoming contractual decision. This article does not provide a universal assurance clause. It helps you not to confuse a flat with the promised end state while your own household would already have to function in the interim state.
