The invoice shows a street cleaning charge. You know the length of the pavement in front of your house, but cannot reconcile the billed amount with it. For the calculation method considered here for Berlin, the confirmed plot area, the applicable cleaning class and the correct period are decisive. The basic data must be established before any alleged arithmetic correction.
This article helps with a simple numerical check for 2025/2026. It does not determine an individual fee notice nor cover special cases such as multiple streets, reductions, changes of ownership or allocations to tenants. A disputed determination of area or class requires a separate clarification.
Take four details from the specific line item
Note the plot reference, the area applied, the class or register and the period. Separate the street cleaning from other items from the same sender, for example waste containers. A total over several services cannot be recalculated with a single cleaning rate.
The BSR states the street cleaning fees per square metre and quarter. In its calculation document, Table 7 explicitly designates the unit as Euro per square metre of plot area per quarter. [TABELLE][KALK] Therefore do not use living area or self-measured pavement length as a silent substitute for the assessed dimensioning area.
If the area on your document is unclear, ask for the specific area reference. The following calculation method assumes a confirmed area and does not retroactively confirm it by multiplication.
Select the rate for the same period
For cleaning class 4 in register A, the BSR table shows a quarterly rate of 0,0438 Euro per square metre for 2025/2026. The calculation document also contains an older column for 2023/2024. [TABELLE][KALK] Adopt class, column heading and unit together. The mere coincidence of a number somewhere in a table is not sufficient.
The BSR refers for class allocation to the street cleaning register. [MODELL] Check the classification actually used for your notice. This article has not selected a specific street and does not derive a fee solely from the observed number of passing sweeper machines.
Work through a complete worked example
For a fictitious simple case, assume a fee area of 600 square metres and class 4 confirmed for the entire year under consideration. There are no changes or special rules to be taken into account here. The pure arithmetic check then reads:
- A full quarter – Calculation: 600 m² × 0,0438 Euro/m²; Result: 26,28 Euro
- Four identical full quarters – Calculation: 4 × 26,28 Euro; Result: 105,12 Euro
The area and period assumptions come solely from the fictitious example. The rate comes from the BSR table. A higher annual amount is not automatically wrong: first check whether the item really concerns the same 600 square metres, the same class and four unchanged full quarters.
A quarterly rate is not multiplied again by twelve months. Likewise, an annual amount is not compared with a single quarter. The intermediate steps show at which point different bases lead to a different result.
Narrow a discrepancy down to the right question
If the multiplication is correct but the assumed area differs, the query relates to the area determination. With a different rate the issue is class, register or period. If all basic data are the same, the calculation step itself can be precisely examined.
For that, present the specific billing item and your calculation with the units used. A general complaint about street dirt answers a different question than the calculation. This article does not establish an automatic fee reduction for an observed lack of performance.
The conclusion is a comprehensible comparison with identical bases or a precisely named open determination issue. For new billing periods the then applicable rate must be checked again. Figures from 2025/2026 are not used as a price promise for later years.
