For an Austrian apartment a new main tenancy agreement is to be concluded. In your file there is an older distribution board diagram and the note that an RCD (FI) is present. You cannot so far assign suitable documentation of the actual condition of the installation. Before renting, this gap needs a technical inspection assignment.
Relate the use case to the planned conclusion
§ 7 ETV 2020 requires for the tenancy covered there that the electrical installation complies with the ETG 1992. If suitable documentation is missing, the tenant party cannot assume according to the regulation that the requirements are met. [ETV]
The competent ministry explains the reference to the conclusion of a new main tenancy agreement. [MINISTERIUM] Therefore clarify the actual type of contract and the planned conclusion. The reference to a new conclusion does not represent a general statement that existing installations may remain insecure during an ongoing tenancy.
Do not assess documents solely by their heading
Our editorial recommendation: Compile the existing technical documents with date, apartment reference and specified scope of examination. Which object was actually inspected? What findings and outstanding defects are contained? What changes took place afterwards? A plan or an invoice for individual works is not treated as a complete installation report without technical confirmation.
The ministry cites a written documentation of the relevant facts as sufficient and lists various possible types of evidence. [MINISTERIUM] No single official form is therefore required here. What matters is the technically appropriate content for the specific installation.
Distinguish between an existing RCD and overall installation safety
§ 7 contains a special protection requirement for installations without the additional protection specified there. In addition, the basic conformity with the ETG remains required. [ETV] A visible switch therefore does not automatically answer all questions about the installation for your file.
The ministerial explanation also includes the safety regulations applicable at the time of construction and the absence of damage or safety-relevant deterioration. [MINISTERIUM] Have a suitable qualified electrician assess what existing evidence actually covers and which inspection or measure is still necessary. This contribution does not instruct any independent technical retrofit or measurement.
Carry the assignment through to the documented result
Describe the tenancy purpose to the specialist and hand over existing documents as well as known later works. Request a comprehensible inspection status: What was inspected, what result exists, which defects or limitations remain and which further action is required? Arranging an appointment is only the beginning of this process.
In the hypothetical case the invoice shows a previous replacement in the distribution board. The owner initially assumes that this documents the whole apartment. In the technical discussion it emerges that the exact scope of evidence must first be clarified. She has this question answered before the old document is passed on to the new tenant as comprehensive confirmation.
Assign the correct evidence to the correct apartment
File the confirmed document with the relevant tenancy file. Record in a verifiable way which version was provided and whether further works were carried out after the inspection appointment. An installation later changed is not silently equated with the unchanged earlier condition.
The article does not specify a blanket period of validity nor a general reinspection interval. Its result is a technically clarified suitable documentation for the actual tenancy case. Electrical safety is assessed by the responsible technical inspection, not by a self-completed handover line.
