In the document package for an Austrian condominium there is a reserve balance of the community. You calculate your share and add it to the money for the purchase or a new kitchen. This is precisely where different balances are mixed. For your private financing calculation you need an actually available source, not merely a share derived from a community figure.
Read the reserve according to its purpose
§ 31 WEG 2002 provides for the formation of a reserve for future expenditures. Paragraph 2 governs its use for expenditures and its investment in an inspectable separate account of the owners' association or a corresponding escrow account. [WEG31] The community figure is therefore a purpose-specific piece of information about the property.
The contribution does not determine a concrete community settlement, a claim for payment or the handling of a change of ownership. It explains why you should not use a calculated share as your own available bank balance without an actually clarified personal payout.
The fictitious calculation error
In the example a community has a reserve of 120.000 euros. A household assumes a calculated share of five percent for pure illustration. That yields 6.000 euros. On the household’s own account, after the other recorded purchase uses, 9.000 euros are available.
The addition to an alleged 15.000 euros of private kitchen funds would not be justified without a corresponding actual private source of funds. The household has 9.000 euros of its own available money and, separately, information about the communal reserve balance. The calculation confirms neither the real share nor a payout.
Plan communal and personal measures separately
A funded communal work can be relevant for the assessment of the property. But it is not automatically identical to a freely chosen private acquisition within the apartment. Which costs are attributable to whom and which resolutions or agreements exist must be clarified concretely.
Likewise, a high total balance alone does not prove that all forthcoming works would be covered. That would be a different review with measures, responsibilities and dates. The private financing calculation must not treat this open communal question either as a certain relief or as an additional personal account.
Keep two understandable lines
Keep own liquid funds and communal information separate. Record future contributions actually to be paid by you or confirmed special payments in their correct period. A high reserve must not be booked again as a personal cash inflow on the income side.
The result protects against a privately available reserve that exists only on paper. For purchase, personal works and the loan decision only the actually clarified sources of funds are available. The communal reserve remains an important piece of information in its own right, the purpose and use of which must be examined separately.
