Wohngeld is often associated only with a rented flat. For owner-occupied property, however, the German Wohngeldgesetz also provides for the Lastenzuschuss (burden subsidy). What matters is an examination of the actual residential and household situation. This article helps owners prepare the appropriate documents and a comprehensible overview of burdens. It does not calculate any entitlement and does not recommend changing an existing housing loan.
Assign the form of housing before the calculation
§ 3 Abs. 2 WoGG names ownership of owner-occupied housing and equivalent constellations for the Lastenzuschuss. The provision also contains a delimitation: anyone living in their own house with more than two flats is assigned to the Mietzuschuss in § 3 Abs. 1 Satz 2 Nr. 2. [WOHNFORM] The designation “owner” therefore does not yet answer every question on the application.
Describe to the responsible Wohngeldstelle which rooms you actually use yourself and how the property is arranged. If there are other uses or special rights, these belong in the classification. A verifiable description is more helpful than choosing a form pathway solely by the heading.
Distinguish housing payments from wohngeld-related burdens
§ 10 WoGG understands burdens to mean costs for capital service and management. The Wohngeld authority determines the relevant burden in a Wohngeld-Lastenberechnung; the provision also governs a case in which its complete execution can be waived. [BELASTUNG]
For your preparation this means: compile the payments that actually exist in a comprehensible way, without already presenting your own total as the definitive calculation value. A loan instalment, a charge and an ongoing communal payment can contain different components. The exact wohngeld treatment will be checked on the basis of the relevant rules and documents.
Present the financing as a documented transaction
Collect the loan documents and current payment proofs relating to your owner-occupied property. Where there are several loans, their actual connection must be recognisable. A private summary can organise the documents; it does not replace the required evidence of their content.
Also note if the payment schedule is to change during the period under consideration. A merely hoped-for later relief will not be recorded as an already existing condition. You should ask the responsible office which information about the period is required. This article does not lay down a blanket credit-rate allowance.
Take household documents and other benefits with you
Proof of ownership alone is not sufficient for the personal assessment. Other benefits received and the situation of household members can be relevant. § 7 WoGG contains exclusions in connection with certain benefits and the consideration of their accommodation costs, including regulated exceptions. [AUSSCHLUSS] This article does not draw from that a blanket exclusion of a particular household.
As a regional document example, Service Berlin names, among other things, proof of ownership, loan agreements or third-party funding certificates, the property tax assessment and income proofs for the Lastenzuschuss. [BERLIN] For your place of residence, use the list that is actually current there.
Example: the monthly payment needs its components
A fictitious household lists a monthly loan instalment of 900 euros and further regularly planned housing payments of 300 euros. Its personal ongoing total therefore amounts to 1.200 euros. This does not yet mean that 1.200 euros is the relevant burden for the Wohngeld calculation or that it will be subsidised to a certain extent.
The household assigns the documents to the individual items and has the statutory treatment checked. A benefit that may be granted later remains marked as pending in the meantime. The calculation serves as a private payment overview, not as a funding formula.
Keep application and ongoing payment schedule organised in parallel
Under § 22 WoGG, Wohngeld is provided only on application. [ANTRAG] Therefore find the route provided by the responsible local authority and clarify in good time the required receipt and any missing evidence. An indicative calculator result is not a decision on your benefit.
Our editorial recommendation: keep separate what has been submitted to the authority and which ongoing payments are due regardless of an application that is still outstanding. If the current financing situation is tight, discuss it early with appropriate advice and the responsible financing contact. An outstanding subsidy application is not a substitute for this coordination.
A decision belongs back in the same factual context
After a decision, check which flat, persons, data and which period it refers to. If an item differs, ask about its actual allocation. The correct further review or legal route is clarified on the specific decision; this article does not state a general appeals deadline.
This is how a comprehensible Lastenzuschuss process arises: the correct housing form, documented actual payments and a separate official calculation. Owner-occupied property is therefore neither prematurely treated as a ground for exclusion nor understood as proof of already promised support.
